Existing equipment plans are exchange items; new equipment comes from loot and tier advancement.

Current use

The Shipwright exchanges one intact, unpacked plan into one Artifact Scroll of the same tier. Common plans become Rare scrolls; higher rarities keep their rarity. Equipment plans no longer craft an equipment item, and new buy-order searches omit them.

Replacement loot

Old equipment-plan rewards are converted to Artifact Scrolls before NPC loot is awarded. Ship Blueprint Pieces are a different item family and still construct warships.
