Outside named fleet regions, the nearest fishing ground supplies the catch list for navigable, unprotected water.
Fishing-ground catch lists
Authored fishing pins select regional tables across surrounding water. Named fleet and pirate zones override these lists, and the tutorial keeps its own Anchovy table.
Weights below describe the unfiltered authored table. Only eligible species remain after tool and level checks.

Access and safety
Stop on navigable water beyond green harbour and safe zones. You cannot cast while sunk, moving, hooked or in combat, and need an intact equipped tool and inventory space.
The high-level authored table includes Bluefin Tuna, but there is no compatible tool for that species. Advanced Harpoon users can still catch the eligible Beluga and Shark entries.
